Computer-generated programs, dry-fire, other simulated shooting tools, plastic bullets, air guns or any other alternatives are not acceptable. Students must fire a semi-automatic pistol or revolver. The licensing statute also contains a \u201csuitability clause\u201d which provides that the issuing authority may deny such application, if it determines that the applicant is not a suitable person to possess or carry a pistol or revolver. The suitability clause applies both to the issuance of new permits and revocation of existing permits. Applicants must provide proof you are legally and lawfully in the United States, such as a birth certificate, or U.S. Passport. Legal Alien Residents must provide Alien Registration numbers and 90-day proof of residency. Naturalized citizens require proof of citizenship.<\/p>\n<p>The issuing authority has 8 weeks to review your application and approve or deny. A denial may be appealed to the\u00a0<strong>Board of Firearm Permit Examiners\u00a0<\/strong>as provide in\u00a0<a href=\"http:\/\/www.cga.ct.gov\/current\/pub\/chap_529.htm#sec_29-32\">C.G.S. Section 29-32<\/a>.[\/vc_column_text][\/toggle][toggle color=&#8221;Default&#8221; heading_tag=&#8221;default&#8221; heading_tag_functionality=&#8221;default&#8221; title=&#8221;Eligibility Certificate for the purchase of pistols or revolvers.&#8221;][vc_column_text]An eligibility certificate is issued pursuant to\u00a0<a href=\"http:\/\/www.cga.ct.gov\/current\/pub\/chap_529.htm#sec_29-36f\">C.G.S. 29-36f<\/a>\u00a0through\u00a0<a href=\"http:\/\/www.cga.ct.gov\/current\/pub\/chap_529.htm#sec_29-36i\">29-36i<\/a>. It entitles the holder to purchase a firearm and transport same to their residence or place of business.\u00a0It does not entitle the holder to carry a pistol or revolver on their person.<\/p>\n<p>Applicants must be at least 21 years old and be a legal resident of the United States. You are required to complete a handgun safety course prior to submitting the application, which must consist of no less than the NRA\u2019s \u201cBasic Pistol Course.\u201d\u00a0The NRA\u2019s\u00a0<strong>\u201cHome Firearms Safety Course\u201d<\/strong>\u00a0and\u00a0<strong>\u201cFirst Steps Pistol Orientation Program<\/strong>\u201d are\u00a0<strong>not approved courses<\/strong>.<\/p>\n<p>You will also be required to submit to a background investigation, criminal history check and submit photographs and fingerprints in connection with your application.<\/p>\n<p>The issuing authority has 90 days to review your application and issue an approval or denial. In the event that they deny your application, they must provide you a written explanation listing the basis for denial. A denial may be appealed to the\u00a0<strong>Board of Firearm Permit Examiners<\/strong>\u00a0as provided under\u00a0<a href=\"http:\/\/www.cga.ct.gov\/current\/pub\/chap_529.htm#sec_29-32b\">C.G.S. 29-32b<\/a>.[\/vc_column_text][\/toggle][toggle color=&#8221;Default&#8221; heading_tag=&#8221;default&#8221; heading_tag_functionality=&#8221;default&#8221; title=&#8221;Pistol Permit Renewals&#8221;][vc_column_text]Ninety (90) days prior to the expiration of your permit, the issuing authority will mail out a renewal letter to your\u00a0last known address. The law requires that you notify the issuing authority within\u00a048 hours\u00a0of changing your address. The person should then contact the issuing authority and notify them of the theft or loss. SLFU can be contacted at (860) 685-8494 to report the loss or theft of a state pistol permit.<\/p>\n<p>A person may replace a lost or stolen pistol permit by appearing in person at state police headquarters or at a troop location where pistol permits are processed. A list of the locations and business hours is provided below. A $5.00 processing fee is collected for issuance of a duplicate permit. Checks or money order made out to the Treasurer, State of Connecticut.[\/vc_column_text][\/toggle][toggle color=&#8221;Default&#8221; heading_tag=&#8221;default&#8221; heading_tag_functionality=&#8221;default&#8221; title=&#8221;Supplemental Firearm Permit&#8221;][vc_column_text]Persons holding various licenses issued by SLFU, including bail enforcement agents, bail bondsman and security guards, are required to obtain supplemental firearm permits if they wish to carry a firearm in the course of their duties. The permits are issued in addition to the state pistol permit and insure that the person has completed specialized training and range qualification. The supplement permit must be carried on their person any time they have a firearm in their possession. Refer to specific license categories for information concerning supplemental firearm permits.[\/vc_column_text][\/toggle][toggle color=&#8221;Default&#8221; heading_tag=&#8221;default&#8221; heading_tag_functionality=&#8221;default&#8221; title=&#8221;Pistol Permit Revocations&#8221;][vc_column_text]<a href=\"http:\/\/www.cga.ct.gov\/current\/pub\/chap_529.htm#sec_29-32\">Connecticut General Statute, sec. 29-32<\/a>\u00a0provides the basis for revocation of state and local pistol permits. The statute states in part:<\/p>\n<p>\u201cAny permit for the carrying of any pistol or revolver may be revoked by the authority issuing same for cause and shall be revoked by the authority issuing same upon conviction of the holder of such permit of a felony or of any misdemeanor specified in\u00a0<a class=\"no-direct-text-content\" href=\"http:\/\/www.cga.ct.gov\/current\/pub\/chap_529.htm#sec_29-28a\">subsection (b) of<\/a>\u00a0<a href=\"http:\/\/www.cga.ct.gov\/current\/pub\/chap_529.htm#sec_29-28\">section 29-28<\/a>\u00a0or upon the occurrence of any event which would have disqualified the holder from being issued the permit pursuant to subsection (b) of section 29-28\u201d.<\/p>\n<p>The statute further states:<\/p>\n<p>\u201cUpon the revocation of any permit, the person whose permit is revoked shall be notified in writing and such permit shall be forthwith delivered to the authority issuing the same\u201d.<\/p>\n<p>\u201cAny person who fails to surrender such permit within five days of notification in writing of revocation thereof shall be guilty of a class C misdemeanor\u201d.[\/vc_column_text][\/toggle][toggle color=&#8221;Default&#8221; heading_tag=&#8221;default&#8221; heading_tag_functionality=&#8221;default&#8221; title=&#8221;Board of Firearms Permit Examiners&#8221;][vc_column_text]<a href=\"http:\/\/www.cga.ct.gov\/current\/pub\/chap_529.htm#sec_29-32b\">Connecticut General Statute, Section\u00a0 29-32(b)<\/a>\u00a0provides for the establishment of a Board of Firearm Permit Examiners (BFPE). The board is composed of 7 members appointed by the governor to review appeals made by persons denied the issuance of a pistol permit, or whose permit has been revoked.<\/p>\n<p>A person has ninety days following the refusal of an issuance of a permit, or revocation or limitation of same to file an appeal with the BFPE.\u00a0<strong>The BFPE is located at the\u00a0State Office Building, 20 Trinity St., 5<sup>th<\/sup>\u00a0Floor, Hartford CT 06106, and can be contacted at 860-256-2977<\/strong>. The board requires the submission of a written statement of fact to initiate an appeal. The appeal is considered filed when the statement is received. You must provide your name, address and telephone contact number in the statement.<\/p>\n<p>Upon receipt of the statement, the board will evaluate the basis of your appeal. If the matter falls within the jurisdiction of the board, the matter will be assigned a hearing date. Hearings are conducted in an informal manner, but rules of evidence are followed and all witnesses are sworn in. A transcript of the hearing is maintained. The decisions of the board shall be rendered by a majority vote and the appellant notified in writing within 20 days of such decision. The decision of the board may be appealed in accordance with the provisions of\u00a0<a href=\"http:\/\/www.cga.ct.gov\/current\/pub\/chap_054.htm#sec_4-183\">C.G.S. sec. 4-183<\/a>.<\/p>\n<ul>\n<li><a href=\"http:\/\/www.ct.gov\/bfpe\/site\/default.asp\">The Board of Firearm Permit Examiners Website<\/a><\/li>\n<\/ul>\n[\/vc_column_text][\/toggle][toggle color=&#8221;Default&#8221; heading_tag=&#8221;default&#8221; heading_tag_functionality=&#8221;default&#8221; title=&#8221;State of Connecticut Firearm Prohibitors&#8221;][vc_column_text]\n<ol>\n<li>No person convicted for a Felony or a Misdemeanor crime of domestic violence involving the use or threatened use of physical force or a deadly weapon may possess any firearms in Connecticut.<\/li>\n<li>No person may obtain a Pistol Permit, Eligibility Certificate, or possess a handgun if they are less than 21 years of age, subject to a Protective or Restraining Order, or if they have been convicted of a felony, or convicted in Connecticut for any of the following misdemeanors after October 1, 1994.\n<ul>\n<li>Illegal possession of narcotics or other controlled substances \u2013\u00a0<a href=\"http:\/\/www.cga.ct.gov\/current\/pub\/chap_420b.htm#sec_21a-279a\">21a-279(c)<\/a><\/li>\n<li>Criminally negligent homicide \u2013\u00a0<a href=\"http:\/\/www.cga.ct.gov\/current\/pub\/chap_952.htm#sec_53a-58\">53a-58<\/a><\/li>\n<li>Assault in the third degree \u2013\u00a0<a href=\"http:\/\/www.cga.ct.gov\/current\/pub\/chap_952.htm#sec_53a-61\">53a-61<\/a><\/li>\n<li>Assault of a victim 60 or older in the third degree \u2013\u00a0<a href=\"http:\/\/www.cga.ct.gov\/current\/pub\/chap_952.htm#sec_53a-61a\">53a-61a<\/a><\/li>\n<li>Threatening \u2013\u00a0<a href=\"http:\/\/www.cga.ct.gov\/current\/pub\/chap_952.htm#sec_53a-62\">53a-62<\/a><\/li>\n<li>Reckless endangerment in the first degree \u2013\u00a0<a href=\"http:\/\/www.cga.ct.gov\/current\/pub\/chap_952.htm#sec_53a-63\">53a-63<\/a><\/li>\n<li>Unlawful restraint in the second degree \u2013\u00a0<a href=\"http:\/\/www.cga.ct.gov\/current\/pub\/chap_952.htm#sec_53a-96\">53a-96<\/a><\/li>\n<li>Riot in the first degree \u2013\u00a0<a href=\"http:\/\/www.cga.ct.gov\/current\/pub\/chap_952.htm#sec_53a-175\">53a-175<\/a><\/li>\n<li>Riot in the second degree \u2013\u00a0<a href=\"http:\/\/www.cga.ct.gov\/current\/pub\/chap_952.htm#sec_53a-176\">53a-176<\/a><\/li>\n<li>Inciting to riot \u2013\u00a0<a href=\"http:\/\/www.cga.ct.gov\/current\/pub\/chap_952.htm#sec_53a-178\">53a-178<\/a><\/li>\n<li>Stalking in the second degree \u2013\u00a0<a href=\"http:\/\/www.cga.ct.gov\/current\/pub\/chap_952.htm#sec_53a-181d\">53a-181d<\/a>, or<\/li>\n<\/ul>\n<\/li>\n<li>No person may obtain a Long Gun Eligibility Certificate, or purchase a long gun if they are less than 18 years of age, subject to a Protective or Restraining Order, or if they have been convicted of a felony, or convicted in Connecticut for they 11 misdemeanors listed above after October 1, 1994.<\/li>\n<li>Other persons prohibited from possessing a firearm include anyone convicted as delinquent for the commission of a serious juvenile offense; or has been discharged from custody within the preceding twenty years after having been found not guilty of a crime by reason of mental disease or defect; or has been confined in a hospital for persons with psychiatric disabilities (as defined in\u00a0<a href=\"http:\/\/www.cga.ct.gov\/current\/pub\/chap_319i.htm#sec_17a-495\">section 17a-495<\/a>) within the preceding twelve months by order of a probate court;
